It's a flaw in the MediaWiki resizing code. If you like, you can file a Bugzilla report about it, but it's probably already known. I think the issue is that the Wikipedia resizing code preserves the color palette of the original image, and uses the closest available colors after it does the resizing, which sometimes produces bad results.
