    If you tap the alt key (not hold) then a title bar may show up. I tried that in Chrome 100 and Edge 100 and the Alt key does not produce a title bar. Try different chrome edition (like beta version/developer edition or something), use different chromium browser, easiest to try is clearing your cache and user folders then uninstall finally reinstall. – Joey.
