Other than the ticalc.org programs page that u/andrewk24r2 posted, there's also Cemetech's shorter but more curated list of ASM/C games, as well as BASIC games. And I'd never hesitate to plug my own How to Put Games on a TI-84 Plus CE video.
As far as 3D games go, there is Cellar. For multiplayer, there is the Star Trek game that is currently under development, but the networking libraries for that aren't complete. My go-to site is Cemetech, but ticalc.org seems good too. You can also put games made for the original GameBoy on a TI-84 Plus CE, with a program called Ti-Boy CE.

You're much better off looking through the many games already made for the device in old-fashioned TI-BASIC, or if you want to take it a step further, get ARTIFICE, get yourself a nice assembly shell like CEsium or Vysion, and then get some games written in assembly.

Color can be done. no i don't think so because the gba clock speed is 16.8 mhz and the ti84 plus ce cpu is 15 mhz so if it somehow works it will be extremely slow / laggy and also the ti 84 plus ce has only 3 mb of storage whilst a lot of gba games are 10+ mb so it will never be possible.
