    Welding it is not really an option, and finding an 8mm helicoil here is almost impossible. I have the hole currently tapped for 9mm bolt. I thought, with a good epoxy, I could drill and tap the hole for a 10mm bolt to give the epoxy sufficient thickness and area to bite in to, then drill the epoxy and tap it for the original 8mm.

    I think that is what was used originally. I'm a plumber and we use it to glue vinyl shower pan liners. Carpenters use it to glue down Formica counter tops (remember them). Staples has a 4oz jar. You brush it on both sides and let it dry until it is tacky and then press the pad onto the tank.
