The East Broad Top Railroad (EBT) is a 3 ft (914 mm) narrow gauge historic and heritage railroad headquartered in Rockhill Furnace, Pennsylvania. Operating from 1871 to 1956, it is one of the United States' oldest and best-preserved narrow-gauge railroads, and was designated a National Historic Landmark in 1964.
East Broad Top #12 is the first Mikado locomotive built for the railroad in 1911. The new Mikado began the process of modernizing the East Broad Top locomotive fleet, replacing the aging mixed roster of various locomotive types which ran on the railroad prior. The locomotive was designed to haul 15 loaded coal hoppers on the railroad.
The class of 2-8-2 "Mikado" type steam locomotives were designed in the 1910s with one example East Broad Top #12 "Millie" being built in December 1911, where it was classified by East Broad Top as a Baldwin 12-28 E-1. [1] [2] [3] But in the 1930s, an updated version was drawn up.

The community was founded in 1872 as part of the construction of the East Broad Top Railroad and Coal Company as the original terminus and mining location. The town was created by the EBT's parent company, the Rockhill Iron and Coal Company, which operated most of the mines on the east side of the Broad Top Coal field.
