In MonoBook the primary access appears to be a popup (activated by left-click) which does not have these links. In MonoBook, the notifications page can be opened in a new tab/new window (context menu, middle click, or select "All notifications" link at the bottom of the pop-up) which does include the links. — NOPE, not correct.
