He served as secretary of the General Council of the Lutheran Church of North America in 1885, and its president from 1893–1894. He was a member of the Kansas Legislature 1889–1890, having been elected to the Kansas House of Representatives. He was a delegate to the Republican Convention during 1896.
He served as president of the Lutheran Illinois Synod until 1968. [1] In balloting at the Lutheran Church in America's biannual convention held in June 1966 in Kansas City, Missouri, Marshall received 70 of the 615 votes cast for president, behind Rev. Franklin Clark Fry, who was re-elected to another four-year term with 489 votes. [3]
