Stephenson County is a county located in the U.S. state of Illinois. According to the 2020 United States census, it had a population of 44,630. [1] Its county seat is Freeport. [2] Stephenson County is included in the Freeport, IL Micropolitan Statistical Area, which is also included in the Rockford-Freeport-Rochelle, IL Combined Statistical Area.
He was a farmer in Red Oak. Rigney served on the Stephenson County Board of Supervisors and was a Republican. He served in the Illinois House of Representatives, from Red Oak, in 1909 and 1910. He was also involved with the conservation department and then lived in Freeport, Illinois. Rigney died at a hospital in Freeport, Illinois. [1] [2]

Marble tablets at the base of the memorial listed the names of Stephenson County's Civil War casualties; these were reversed and covered by bronze plaques in 1924 to allow space to list all of the county's Civil War veterans. Four 7-foot (2.1 m) statues were located at the corners of the base, which were replaced by identical replicas in 1924.
