Expanding on this you used to be able to do this with a Microsoft account and doing things like bing searches and stuff. Idk about steam but you could get a bunch of 90 day Microsoft gift cards that you could redeem. I always saved them up for big sales such as thanksgiving/winter sales.

For a Steam card? Cool. I was told the vendor gift cards (Visa, Steam, Sony, Microsoft) weren't eligible with a Walmart gift card, but some "specialty" cards like Netflix, restaurant and gas gift cards were fine.
None of this currency locking is logical. If you recieve a gift card for a soecific currency say $20usd and it was paid $20usd to get, any user they gets said gift code should get $20usd applied to their account reguardless of region. for example say you get a UK code get the equivilance to it in pounds with multiple currency mallets locked to that currency.
