Karachchi Divisional Secretariat is a Divisional Secretariat of Kilinochchi District, of Northern Province, Sri Lanka. It has a population of 61,484 (2012). [1]
Divisional secretariats are the third-level administrative divisions of the country and there are currently [as of?] 331 divisional secretariats in Sri Lanka. [1] They were formerly known as D.R.O. divisions, after the divisional revenue officer. Later the D.R.O.s became assistant government agents and the givisions were known as A.G.A. divisions.
Kilinochchi District is divided into 4 Divisional Secretary's Division (DS Divisions), each headed by a Divisional Secretary (previously known as an Assistant Government Agent). [8] The DS Divisions are further sub-divided into 95 Grama Niladhari Divisions (GN Divisions).
The DDCs didn't live up to expectations and a new form of local government was sought. The Wanasinghe Committee recommended that the DDC's be abolished and replaced by Divisional Councils (Pradeshiya Sabha or Pradesha Sabhai), sometimes called Rural Councils or Regional Councils.
There are 276 Pradeshiya Sabhas in Sri Lanka, which are the legislative bodies that preside over the third tier municipalities in the country. [1] Introduced in 1987 through the 13th Amendment to the Constitution of Sri Lanka, Pradeshiya Sabhas became a devolved subject under the Provincial Councils in the Local Government system of Sri Lanka. [2]
