William Rowley was born on February 8, 1824, in Gouverneur, New York, in St. Lawrence County, in northernmost New York. He came to Galena, in Jo Daviess County, Illinois, in 1843, and taught school in Brown County, Ohio, and in Jo Daviess County, Illinois.
