Confounding the definition problem is that "state" and "government" are often used as synonyms in common conversation and even some academic discourse. According to this definition schema, the states are nonphysical persons of international law, governments are organizations of people. [39]
In the majority of states (26), the state legislature is simply called "Legislature". Another 19 states call their legislature "General Assembly". Two states (Oregon and North Dakota) use the term "Legislative Assembly", while another two (Massachusetts and New Hampshire) use the term "General Court".

Like Virginia, the official title of the elected local prosecutor in each of Kentucky's political subdivisions is the Commonwealth's Attorney, as opposed to State's Attorney in other states or the more standard District Attorney.
