Heavy Vehicles Factory (HVF) is an armoured vehicle and battle tank manufacturing factory located at Avadi in Chennai in the Indian state of Tamil Nadu. It is managed by Armoured Vehicles Nigam Limited (AVANI) of the Ministry of Defence , Government of India .
The FMBT is planned to be produced by Heavy Vehicles Factory, Avadi. [ 1 ] [ 2 ] As reported by the then Minister of Defence A.K. Antony to the Lok Sabha on 6 December 2010, the Preliminary Staff Qualitative Requirements (PSQR) for the tank has been formulated by the Army, while the feasibility study is being carried out by DRDO.

A detachment of VRDE was created at Avadi, Madras in 1966, to assist in a production of main battle tanks at Heavy Vehicles Factory, Avadi which eventually led to the formation of CVRDE and further bifurcation of roles. The previous director of VRDE was Mr. Sangam Sinha.
