Thanks to shimmer, the ankh shield is actually easier to get in 1.4.4, despite the addition of the pocket mirror to the recipe. Given that projectile attacks make up a majority of the attacks you'll be hit by in a boss fight, giving 15% DR against them seems like too much of a buff, despite the ankh shield being a fairly mediocre item on its own.

Eye of Cthulhu. Depends on which one you think is easier to craft. Ankh Shield: 11 total ingredients (9 random drops, one crafted, one found in a chest), able to be completed in Hardmode before Mechanical bosses. Celestial Shell: 4 total ingredients (all random drops), able to be completed after Golem. Obviously you're going to want both though.

The unique shield provides immunity to the chilled debuff despite not requiring a component that gives you said immunity. Now, you can combine any two (or more) of these eleven, OR one of the double accessories (Armor Bracing, etc.) with another component, to produce an Ankh Charm, which can then be used as normal to make the Ankh Shield.

I specifically suggested a new item separate from the Ankh Shield though, of which the Ankh Shield is a material. I understand your complaint, but I don't think it's relevant to MY suggestion. If the new item is implemented as I suggested, and you didn't want to use it, it wouldn't inconvenience your current gaming experience in any way whatsoever.
So I am with you about making the shield, and other equips, more useful by fusing them with others; the ankh shield should very well be able to fuse with the shield of cthulhu or the golem stone or the plantera spores or the charm of myths.
