The park consists of 60% bowls and 40% street elements; it is located within the Chambers Ballfield Complex in the Elm Grove section of the city. An addition to the street section of the park was completed by Grindline in November 2009. A covered shelter, restrooms, and webcam are installed. The park is lighted and open 24/7.
The organization's founder, Earl W. Oglebay, willed his country estate to the City of Wheeling for use "as a public park for the enjoyment, recreation and education of the greatest number of people." Part of Oglebay's vision allowed for an organization that would offer cultural and educational activities.
