The first school built by Bossier Parish School Board was Benton High School in 1890. By 1905 It had three teachers and one graduating class. The school taught grades 6–12 with no more than 25 students per grade, with some grades missing students.

Most Louisiana school districts are parish school districts while some are city school districts. The U.S. Census Bureau counts both types as independent governments. Special School District 1, which has gifted education facilities, is directly under the authority of the state government, not counted by the Census Bureau as its own government.
The first school was located on Traffic Street in North Bossier, the present site of Bossier Elementary School. In 1923 a new high school was built to serve the city's rapidly expanding population, and this was expanded in 1928, but still was inadequate. In 1938 a new location was chosen on the historic site of Fort Kirby Smith, a Civil War Fort.
