Administratively, Leningrad Oblast is divided into seventeen districts and a town of oblast significance, Sosnovy Bor.Lomonosovsky District is the only one in Russia which has its administrative center (the town of Lomonosov) located in the area of a different subject of Russian Federation (the federal city of Saint Petersburg, which is not a part of Leningrad Oblast).

It was established on August 1, 1927, although it was not until 1946 that the oblast's borders were settled in their present position.
It was a part of Leningrad Okrug of Leningrad Oblast and included areas formerly belonging to Gatchinsky and Novgorodsky Uyezds. The town of Slutsk was also a part of the district. On August 19, 1930 the district was abolished and split between Tosnensky, Krasnogvardeysky, and Leningradsky Prigorodny Districts. [13]
