Windows 10 does not natively read .rar files, you will always need third-party software to be able to open these files in Sandbox mode. A good option is to keep a portable version of 7-zip (which can open .rar files too), copy to the Sandbox and use it to open the .rar files, without installing anything. Download 7-zip portable here:

Save the file to your Desktop as Add Extract All. Go to Windows Desktop > Double click on the file and the Extract All option will be added to your Context Menu. Verify the option is now appearing in right click menu. Note: Shawn Brink is a trusted Microsoft MVP.

None of the online answers work for me. I saw one that said to make file explorer a default program--didn't work. There is no extract option anywhere.
We'd like to know which program are you using yo extract the files. In the meantime, follow the steps below to change the default program: Right-click on the file you want to extract. Choose Open with and select which program you want to use. In other cases, a new menu will appear when choosing Open with.
I'm running Windows 10 pro, and any attempt to extract zip files, results in an empty folder with no files extracted. If I restart my computer, I am able to extract to the same zip files with no issue. The next time I try to unzip it doesn't work and I have to restart again.
