The Union Public Service Commission (UPSC; ISO: Saṁgha Loka Sevā Āyoga) is a constitutional body tasked with recruiting officers for All India Services and the Central Civil Services (Group A and B) through various standardized examinations. [1] In 2023, 1.3 million applicants competed for just 1,255 positions. [2]
The history of All India Services dates back to the British era when initially Civil Servants were appointed by the Court of Directors of the British East India Company. The service in those times was known as 'Covenanted Civil Service'. With time, they came to be known as Indian Civil Service (ICS).
During the British raj, Warren Hastings laid the foundation of civil service and Charles Cornwallis reformed, modernised, and rationalised it. Hence, Charles Cornwallis is known as 'the Father of civil service in India'. Cornwallis introduced two divisions of the Indian Civil service—covenanted and uncovenanted.
The civil services were divided into two categories – covenanted and uncovenanted. The covenanted civil service consisted of British civil servants occupying the higher posts in the government. The uncovenanted civil service was introduced to facilitate the entry of Indians at the lower rung of the administration. [16] [17]
