In 1913, the Corporation Commission was given responsibility for regulating water and hydroelectric utilities. In 1920 the commission was replaced by a single Utilities Commissioner and some part-time staff. Four Oaks was one of several towns founded along a branch of the Wilmington and Weldon Railroad, completed though Johnston County in 1886. Harper House is a historic home located near Four Oaks, Johnston County, North Carolina. It was built about 1855, and is a two-story, three-bay, vernacular Greek Revival style frame dwelling. It sits on the original brick pier foundation and has a hipped roof and interior end chimneys. The front facade features a two-story pedimented portico.
The fund is an independent non-regulatory agency housed in the Division of Land and Water Stewardship in the North Carolina Department of Natural and Cultural Resources.
