I disagree Jean is a character that could be good but is held back by things like all this Marco stuff. He is now teaming up with the people who murdered Marco so he can stop the only defence his people have against the world committing genocide on his people. I would say Jean is tactical and Armin is strategic. Erwin is both. Armin can lay out a plan, but when a plan goes sideways Jean is the best at being flexible and quick enough to ensure mission success with few casualties, despite any surprises that may arrive.
