Carpenter was a native of Lancaster County, Pennsylvania, and was the eighth of eleven children of farmer Wayne M. Carpenter and his wife, Elizabeth R. Burkholder Carpenter; he was the fourth of seven boys, and was born on Cedar Hill Farm near Brownstown.
