The first declaration in Asia to involve multiple nations throughout the region was a Southeast Asian declaration called the Declaration of the Basic Duties of ASEAN Peoples and Governments in 1983, which was first drafted by the father of human rights in the Philippines, Sen. Jose W. Diokno.
According to the Declaration, ASEAN aims to accelerate economic, social, and cultural development in the region, as well as promoting regional peace, to collaborate on matters of shared interest, and to promote Southeast Asian studies and maintain close cooperation with existing international organisations. ASEAN was established on 8 August 1967, when foreign ministers of five countries – Indonesia, Malaysia, the Philippines, Singapore, and Thailand – met at the Thai Department of Foreign Affairs building in Bangkok and signed the ASEAN Declaration, more commonly known as the Bangkok Declaration.
ASEAN Human Rights Declaration. The first five articles of ASEAN Human Rights Declaration refer specifically to rights of individual people, and especially support the idea of human rights being an expectation to "women, children, the elderly, persons with disabilities, migrant workers, and vulnerable and marginalised groups [5]".
The nongovernment organization was composed of established Southeast Asian human rights lawyers led by the father of Philippine human rights Sen. Jose W.
