The SR 417 route was initially selected by a 7-1 vote on October 27, 2004. However, in November 2004, the Florida High-Speed Rail Authority dropped the SR 417 from consideration and selected the SR 528 route due to a lack satisfactory progress on the agreements with The Walt Disney Company and Orlando Orange County Expressway Authority.
