You may be looking for inline linking to external images. This is not allowed; see the Wikipedia Manual of Style on inline linking. Normally a picture links to its image page, which describes the image, who created it, and links to the original image at full resolution.
The image acts as a hypertext link to the specified page. Do not enclose the page name in square brackets. If Page is a URL, the image acts as an external link; otherwise it links to the named Wikipedia page. Image maps offer more possibilities. If this option does not show, click on the icon to left of the address in the address bar (a globe, triangle or padlock icon) and click more information. Under the media tab, The image should be already selected. If not, select your image from the list underneath the word address. Check the box that says Block images from.... Close the window

Be aware, if the picture was sent in an unsupported file format, such as TIFF, you may not be able to view it. Ask the sender to resend the picture using JPG or GIF file format. Check the attachments. The image sent may have been sent as an attachment rather than an embedded image.
