These are categories that lack a 'primary category' that is not a stub category. To fix this, add the primary category to the "category" parameter in the template; this will place the category into the newly specified parent category and remove the category from the "P" subsection in the "Stub categories needing attention" category.

Stub templates have two parts: a short message noting the stub's topic and encouraging editors to expand it, and a category link, which places the article in a stub category alongside other stubs on the same topic. The naming for stub templates is usually topic-stub; a list of these templates may be found here.
