The off-road race series was founded by Dave Coombs in 1975 and is sanctioned by the American Motorcyclist Association (AMA). Originating as the first-ever AMA National Hare Scramble, High Point Raceway has hosted a total of 18 Grand National Cross Country Series events. After the 1979 event, the venue would not be visited again for a cross country event until being added to the GNCC schedule in 1987 and remained a part of the series until 2002.

Hare scrambles are conducted on closed course tracks which can vary from 2.5 to 40 mi (4.0 to 64.4 km) or more. The terrain is wooded and fairly rugged in order to test the riders' skills and endurance. The majority of the course consists of a wooded, single and double width trail, with occasional pasture and sand crossings.
Though known as scrambles racing (or just scrambles) in the United Kingdom, the sport grew in popularity and the competitions became known internationally as "motocross racing", by combining the French word for motorcycle, motocyclette, into a blend with "cross country".

Rice was born on July 10, 1947, in Wooster, Ohio. As a teenager Rice started working on and driving drag cars at West Salem's Dragway 42. When he was 16 he moved to Palo Alto, California, and brought a 50 cc Honda. This was soon replaced with a 250 cc scrambler. [3] Rice started taking part in local scrambles on a friend's Yamaha YDS2.
