Not for ChatGPT Plus users. Just as GPT-4 (first model) is 8K but 4K for ChatGPT Plus users; Similarly, GPT-3.5 is 16K, but 8K in ChatGPT. They reduce it by a factor of 2 for both gpt-3.5-16k and gpt-4-8k to 8k and 4k respectively. The only full 32K context is available for ChatGPT Enterprise (gpt-4-32k). I know cause I used it.
