GIS isn't exactly easy to pick up but it is hands-down the best way to make maps, and there should be tutorials online. Otherwise, a lot of maps on Wikipedia are straightforward SVG files, which can be edited with Adobe Illustrator, Inkscape, or just a text editor, if they're formatted correctly.
