Try to click the widget to redirect you to the website and change it from there and see if that works. Or go here and change it into Celcius then restart the computer. Sometimes it won't take effect immediately in Windows 10. Already tried this, but this morning following your instructions tried again.

I have my lock screen set to "show details" of my weather app on the lock screen. It shows the temperature in Celsius even though my weather app is set to Fahrenheit and it shows the temps in Fahrenheit there. I read some other posts that said check my global settings on msn.com, check my Cortana settings, check my profile settings, etc.
