East Lothian District Council had been created in 1975 under the Local Government (Scotland) Act 1973, as one of four districts within the Lothian region (along with Edinburgh, Midlothian and West Lothian, each having some differences from the territory of their corresponding historic counties).

The district comprised the historic county of East Lothian plus the burgh of Musselburgh and the parish of Inveresk (which included Wallyford and Whitecraig) from the county of Midlothian. When further reforms in 1996 moved Scotland to a system of 32 unitary local authorities, the modern council area of East Lothian was created.

The original main post road ran straight through the town until the new A1 was built. Built on a gentle slope, about 90 metres (300 ft) above sea level it is one of the oldest towns in East Lothian. The population of the town is approximately 12,140, an increase of over 4,000 since 2001.
