If you're looking for decrypted ROMs they're in the megathread, they're 1fichier links which personally I don't like since you can only download like one file per day. Ziperto has decrypted ROMs too.
bluedragon8633. Idk if OP needs this anymore, but to the people coming from Google: romsforever.co has almost always had working roms in several different regions/formats. It also has a much cleaner interface than some of these other sites, in my opinion. Edit: make sure you use an adblocker though, apparently it has popup issues.

Use a download manager. First link in the 3DS section, Hshop. If the archive.org is too slow, or doesn't have something, use Hshop. The links in the megathread, at least for 3DS are ranked in usefulness by top to bottom. So start with the first link.
This archive links are not blocked in my country and I don't have to use any workaround to have multiple or sequencial downloads, speed is also not limited. The point here is that if the only option for all of us is 1ficher links, that's not good.
Rom Files cannot be infected with viruses. Each site is unique, but over time there are tricks to figure out how to get the rom files. I recommend installing Universal Bypass, it works very well. Alot of times the Giant download button is an ad that will try to get you to download an exe file. Watch out for that.
