In 1966 six boroughs in the Black Country were abolished: Bilston, Oldbury, Rowley Regis, Smethwick, Tipton, Wednesbury, while the new county borough of Warley was created. In 1967 the borough of Torquay was absorbed by the new county borough of Torbay, while six boroughs were merged with rural districts to become "rural boroughs".

[1]The list consists of 164 non-metropolitan districts, 32 London boroughs, 36 metropolitan boroughs, 62 unitary authorities, and two sui generis authorities (the City of London and the Isles of Scilly).
The 32 London boroughs are sub-divisions of Greater London. They were established in 1965. Between 1965 and 1986 a two-tier structure of government existed in Greater London and the boroughs shared power with the Greater London Council (GLC). When the GLC was abolished in 1986 they gained similar status to the unitary authorities.
The current pattern of districts was introduced in 1974 throughout England and Wales, replacing an older system of municipal boroughs, urban districts, rural districts and county boroughs. In England , several changes have taken place, but only within the framework created then.
