County Road 110 begins at the intersection of County 6 and County 83 in Independence and passes through Minnetrista to Mound, where it shifts from a north–south route to an east–west route back into Minnetrista, ending at County 92 north of St. Bonifacius. Prior to the mid-1950s, this route and County Road 83 were originally State Highway 110.
There are seven districts along the byway: Downtown Riverfront lies along the Mississippi River, and includes Saint Anthony Falls and nearby historic milling districts. The byway follows West River Parkway, beginning at Plymouth Avenue, passing Boom Island Park and Nicollet Island Park (both across the river), and Mill Ruins Park, adjacent to the Mill City Museum and the Stone Arch Bridge.

The landscaping of the highway was meant to give the highway a parkway-like experience. As such, it was built with a wider right-of-way than the typical highway. The Golden Valley Garden Club supported efforts to plant lilacs along the highway and the Minneapolis Journal coined the name "Lilac Way". Eventually, 7,000 lilacs were planted.

The two towns prospered as a result of industries and businesses based around the falls, but business was better on the west side of the falls. Minneapolis incorporated as a city in 1867, and three years later it merged with the village of Saint Anthony. [1] Eventually, flour mills overtook sawmills as a dominant industry at the falls.
