   Red Riot, a youtuber, used to have videos of him using custom skins and IIRC he didn't get banned either and just stopped making LoL videos after the file changes Riot made to skins and champs made it so that a skin you were using probably would be incompatible after some patch, making it imposibble for a while to use custom skins.

    A skin cannot change the underlying hitbox - at absolute worst, the hitbox is desync'd from the visuals (i.e. ashe arrow looks smaller than it actually is so you dodge the visual arrow but still get hit) but the hitbox itself never gets larger/smaller (with a different skin, that same arrow either hits you or doesn't regardless of skin - two identical ashe arrows, one with a MASSIVE visual and ...
