The Port of Columbia County (formerly the Port of St. Helens [2]) is the port authority for Columbia County, Oregon, United States. The port is a municipal corporation formed under state law to engage in economic development activities. Under Oregon law, port districts have a broad range of economic development powers.
St. Helens is the county seat of Columbia County, Oregon. It was founded by Captain Henry Montgomery Knighton, a native of New England , in 1845, as "Plymouth". The name was changed to St. Helens in the latter part of 1850 for its view of Mount St. Helens , roughly 39 miles (63 km) away in Washington .

The first local authority for the town of St Helens was a body of improvement commissioners established in 1845. [4] The town was incorporated to become a municipal borough in 1868, after which it was governed by a body formally called the 'mayor, aldermen and burgesses of the borough of St Helens', generally known as the corporation, town council or borough council.

St Helens Corporation applied in 1894 for a Provisional Order under the Electric Lighting Acts to generate and supply electricity to Borough of St Helens. An Order was granted by the Board of Trade and was confirmed by Parliament through the Electric Lighting Orders Confirmation (No. 1) Act 1894 (57 & 58 Vict. c. xlix). [1]
