The Marin Civic Center arose from a desire to consolidate county services at a single location, away from the center of San Rafael. The idea was combined with a proposed county fairground, and 140 acres (57 ha) of the Scettrini ranch were purchased in 1956 for $551,416 along U.S. Highway 101 near Santa Venetia.

San Rafael has an area of 48.39 km² [4] and a mean elevation of 1,343 metres. [ 2 ] The canton is northeast of the provincial capital city of Heredia , reaching from the suburbs high into the Cordillera Central (Central Mountain Range).
The 1 ⁄ 4 mile (0.4 km) long [2] tunnel was built in 1879 [3] by the San Francisco and North Pacific Railroad. It was partially destroyed in 1961 by a fire, which was set by two boys. The fire killed 23-year-old firefighter Frank Kinsler when his truck fell 50 feet into the chasm. [ 4 ]

The San Rafael de la Zanja Land Grant lies in the valley center just north of Lochiel.
