The Veterinary Export Health Certification System (VEHCS) is APHIS’ secure online system for creating, issuing (complete, sign, date), submitting, and endorsing health certificates for international export of live animals and germplasm from the United States to other countries.
VEHCS system facilitates creation and endorsement of animal health certificates for export. It helps APHIS/VS to certify compliance with importing countries requirements, and to automate tracking and reporting of exported live animals.
Before you go, you may need to complete certain paperwork or tasks, such as getting a health certificate for your pet. Meeting these requirements takes time, so contact your veterinarian for help as soon as you decide to travel (whether by plane, car, boat, train, or other means).
This page is for USDA-accredited veterinarians to learn about certifying animals for international travel (export), completing and submitting health certificates for USDA endorsement, and using the Veterinary Export Health Certification System (VEHCS).
VEHCS will not permit Accredited Veterinarians to issue a health certificate if License and Accreditation information entered in VEHCS expires. Additional information on managing your AV Account is available in the following documents: https://vehcs.aphis.usda.gov/vehcs/faces/support/userguides.html.
USDA-accredited veterinarians can access the form and its instructions at Veterinary Export Health Certification System (VEHCS) Help Page. Instructions for veterinarians are available here: Instructions to complete the Certification of U.S.-issued Rabies Vaccination Form.
You will need a health certificate. Almost all countries require a USDA-accredited veterinarian to issue (complete, sign, and date) an international health certificate within a certain number of days prior to your departure to confirm the health of your pet.
