The park is dedicated to Kate Sessions, a botanist, horticulturalist, and landscape architect who lived and worked in San Diego from 1884-1940. Sessions started as school teacher and worked in a flower shop before becoming one of San Diego's leading botanists and the "Mother of Balboa Park ". [ 2 ]
The park is named after Los Angeles County Board of Supervisors member Kenneth Hahn, also the father of James Hahn, former Los Angeles mayor, and Janice Hahn, former U.S. Representative and now one of the five County Supervisors. The park is home to the Dr. Martin Luther King Jr. Memorial Tree Grove. [22]

A bronze statue of Sessions, dedicated in 1998, is situated in a prominent location in Balboa Park, in the southwest corner of Sefton Plaza, near the Sixth Avenue entrance to the park. [16] In 2006, the Women's Museum of California inducted Sessions into the San Diego County Women's Hall of Fame, under the title of Trailblazer. [17] [18]

In 1977, the County Engineer Department moved to the corner of 5th Street and Vermont Ave., Los Angeles until the merge of the three departments. At that time the department was called the Department of County Engineer-Facilities. In 1988, the department issued a demolition permit to tear down the historic Golden Gate Theater in East Los Angeles.
