If you have Publisher 2007, I see no problem installing (as opposed to downloading) it in Windows 8. In addition to Graham's reply, I would suggest that you do a 'custom' install instead of a 'default' when given that option during installation.
Also, start Excel by double clicking any Excel file > CTRL+SHIFT+ESC to open Task Manager > In Processes tab, right click on Excel > Open File Location > See whether Publisher.exe is there or not. What version of Publisher do you have and what do you mean specifically that it won't play with Office 2019? I prefer the older versions of Publisher. They are more feature rich and less buggy...
