About the difference in medium: Water dampens the explosion a bit, but remember the weight difference between water and air. Getting hit by a 40 mph gust of wind isn’t so bad, getting hit by a wave of water moving at 40 mph will knock you off your feet easily. On the bright side: the heat factor of the explosion will lessen the floods a bit.
