Route 191 begins as Phelps Road at an intersection with US 5 in the town of East Windsor.It heads east through the village of Scantic, turning onto Scantic Road.It continues across the Scantic River, then northeast along the river following Mill Street to the village of Broad Brook, where it then turns northward along Main Street.
The Broad Brook CDP occupies most of the east-central part of the town of East Windsor. It is bordered to the east by the town of Ellington in Tolland County, to the south by Chamberlain Road and Ketch Brook, to the west by the Scantic River, and to the north by Connecticut Route 140 and a portion of Broad Brook, the community's namesake waterway.

Just east of Route 187, Route 218 becomes undivided, but maintains 4 lanes, and soon reaches the Windsor. In Windsor, it continues east, intersecting the ramps to and from I-291 at its western end. The road then runs parallel to I-291 and soon crosses over I-91 at Exit 35B as part of the I-91 / I-291 interchange.
The following year, Route 140 in Windsor Locks was relocated from Spring Street (old Route 20) to Elm Street (former SR 523). In 1963, Route 140 was extended to its eastern terminus in Stafford, and rerouted slightly north to absorb a connector (Route 140A) between Route 83 and the center of Ellington in the process.
