    RS and academic usage does seem to support the outbreak terms, i.e. “Super Outbreak”, is capitalized, so the subheadings will remain capitalized. But, I will not fight or debate the article title being “ List of tornado outbreaks by “Outbreak Intensity Score”, since the creator is the one who capitalized it and the other source did not.
