Surrey is the 11th largest city in Canada, and is also the fifth-largest city in Western Canada (after Calgary, Edmonton, Winnipeg and Vancouver). Surrey forms an integral part of Metro Vancouver as it is the largest city in the region by land area, albeit while also serving as the secondary economic core of the metropolitan area.
The south of the county is rural, and its largest settlements are Horley (22,693) and Godalming (22,689). For local government purposes Surrey is a non-metropolitan county with eleven districts. The county historically included much of south-west Greater London but excluded what is now the borough of Spelthorne, which was part of Middlesex.
The final property tax amount is calculated by multiplying the municipal final property tax rate for the year by the BC Assessment value. Vancouver has the lowest property tax in Canada as a percentage of assessed value [ 13 ] because while property values are extremely high, the city's budget has stayed relatively constant.
The average property tax rate is 0.56%, one of the lowest rates in the country. The average homeowner will pay around $1,707 - more than $1,000 less than the national average.

This is a list of civil parishes in the ceremonial county of Surrey, England. There are 87 civil parishes. Population figures are unavailable for some of the smallest parishes. The whole of the districts of Woking, Epsom and Ewell, Spelthorne and Runnymede are unparished.
