Thank you for the extra links for setting up the program. The OBS Studio also provides a 4-point tutorial on how to set up the program and get it running. I alternated looking at the links you provided and looking at the OBS tutorial. I downloaded the program, installed it, set it up for my computer, and tested it with some short videos.
What type of PC do you use? Is it a laptop or desktop computer? Turning off the monitor on a desktop computer shouldn't affect the webcam recording. Are you using a USB or an in-built webcam? You could see if resetting the Camera app helps: - Click Start and type "apps & features". - Select Apps & Features. - Find the app in the list and select it.

To my knowledge, the Snipping tool only helps to record video without any sound for now. To record your screen using Snipping tool, simply search for it in the Start menu search box then press the Record button in the top toolbar. Press New then select a portion of your screen you would like to record.
