    Vassal (runs via executable on pc/mac) is like the original TableTop Simulator -- runs in 2D, light on rules/scoring enforcement, but there is some available, but ppl can just move pieces/bits around, peek at cards, shuffle decks, etc. BoardGameArena lets you create games, but not sure what the publication process there is, but check the forums.
