Click OK in the popup box. In the next dialog box drag "Year" to the "Column Fields" box, and drag "State" to the "Row Fields" box. Drag "Rate" to the "Data Fields" box. In the options menu decide whether you want the rows or columns totaled. Click OK. The table will convert to the new format with the years as column headers.
Currently, there does not seem to be a way to copy those tables to a wiki and keep styling such as colors (background or text color). It is possible to convert PDF tables to Excel and keep the colors. Or to HTML tables and keep the colors. But there does not seem to be a way to copy any of those colored tables (PDF, Excel, HTML, etc.) to a wiki.
If you just want one table from a long Excel page, you can select that table from the Calc page. Then copy the table to a new page in Calc. Edit and move columns and rows in Calc. To drag a column first select it by clicking its header number. Then press and hold the ALT key. Then click a data cell, and drag the column to a new location.

Use of a user-defined function sq(x) in Microsoft Excel. The named variables x & y are identified in the Name Manager. The function sq is introduced using the Visual Basic editor supplied with Excel. Subroutine in Excel calculates the square of named column variable x read from the spreadsheet, and writes it into the named column variable y.
For each table, insert an alpha-prefix on each column (making each row-token "|-" to sort as column zero, like prefix "Row124col00"), then sort into a new file, and then de-prefix the column entries. Again, bear in mind, the tedious hand-editing of items in each row is often faster than the potential delay of automated edits gone awry.
