Since a Swiss keyboard has to accomodate three languages it makes sense they have to ration the characters. Same as you dont write umlaut on capital letters in Swiss German but instead use Ue, Oe etc. So my guess is the devide started with the typewriter. The more the Standardised the Swiss keyboard became, the less common to see eszet.
