The Colorado Department of Transportation has its roots in 1909, when the first highway bill was passed by forming a three-member Highway Commission to approve work and allocate funds. The Commission first took their post on January 1, 1910. In 1917 the State Highway Fund was created and the State Highway Department was formed.

The Motor Vehicle Department, Auto Theft and Colorado Motor Police all have their beginnings in the 1920s. All to be disbanded in 1935, with the creation of the Colorado State Highway Courtesy Patrol. In 1935, the Colorado State Courtesy Patrol was added as the Division of Patrol, while the highway maintenance was re named Division of Highways.
