The list of hacks I already know about and have include: Unbound, Glazed, Brown and Prism, Crystal Clear, FireRed Rocket Edition (I think that's what that one is called, it's the "play as a Team Rocket member" hack), Gold/Silver '97 Reforged, and Giratina Strikes Back.
ROM Hacking Tools Pack - All the essentials to hack Fire Red and Emerald! In preparation for our ROM hack, we've compiled a complete range of ROM hacking resources. We thought we'd release these as a series of "Packs" to help other people prepare for making a ROM hack! These are available as folders on Google Drive, so you can download files ...
Download 1636 - Pokemon FireRed Squirrels Romhack (this is the base for many romhacks) Open Unipatcher. In Unipatcher select the patchfile Pokemon Unbound Official.ups (for me it didn't recognise the file in the downloads folder so you might have to move it to a different folder) Select Firered Squirrels as the Rom file.
Blazed Glazed. Radical Red. Pokemon Unbound. Fire Red Team Rocket Edition (this one is a gem) All the Drayano hacks are top tier. BB2/VW2 are my favourite. Hold off on Sacred Gold/Storm Silver cause he's developing a rehash of those hacks. Pokemon Gaia. Any of the Kaizo hacks if you're into that sorta stuff.
With your spreadsheet however I do have one issue. That is Dev Status. There are a few hacks that I wouldn't put as complete because it's misleading. F.e. GS Chronicles. With Radical Red you could argue that it is finished, but work is still in progress on new version with remaining Sevii Islands. UncomplementedGains.
Gen 3: Play Emerald - Complete Hoenn Dex. Gen 3 in Gen 6: Vanilla Omega Ruby/Alpha Sapphire. Maybe Rutile Ruby/Star Sapphire but probably not for your first time. Gen 4: Play vanilla Platinum. Maybe Flawless Platinum if you don't mind ALL Gen 1-3 Pokemon being spread throughout Sinnoh. Gen 5-7: See below.
Gaia feels the most like an official Gamefreak product. Unbound is probably the best new story rom hack out there. But its unique enough to still be something farther than what Gamefreak does. It also can get edgy. Pokemon Glazed/Blazed Glazed is an older, rougher, rom. I love it, but it is what it is.
I enjoyed a lot of RSE enhancement hacks, but Blazing Emerald is possibly one of the most interesting and up to date emerald edits out there. Recommended. 4 Glazed (Blazed Glazed Version) An edit made for Pokemon Glazed, dedicated on improving arguably one the best (and biggest) romhack that ever graced the community at the time.
Gen I - Pokémon Red++. Gen II - Polished Crystal (although I really hate that some Pokémon were removed - looking for a better Gen II hack myself...) Gen III - Sigma Emerald / Radical Red (or Throwback, if looking for something truer to the original) Gen IV - Renegade Platinum / Sacred Gold / Storm Silver.
I'd try both Dio Vento (Supernova Sun/Penumbra Moon) and Buffel Saft's (Photonic Sun/Prismatic Moon) hacks. They both have well crafted AI teams, a level curve that gets you to level 100 by the time you battle the Pokemon League, and a pretty intense difficulty. I'm currently playing Prismatic Moon. I'd probably lean towards Buffel Saft's hacks ...
